Living costs

Accommodation cost in Sapporo is relatively cheap compared to other Japanese cities.  Moreover given the close proximity between dormitories, private apartments and the university campus, a majority of students commute to and from the university by foot or by bicycle all year round except during winter.   A single student can live with a monthly allowance of 100,000 yen. Japanese Government Scholarship (MEXT) and Chinese Scholarship Council (CSC) scholarship holders are exempted from all fees.

There are two forms of tuition fee support which helps to reduce the burden of tuition fee payment for privately funded students.

Tuition fee waiver and deferment of enrollment fee

Self-supporting graduate students (not research students) can apply for waiver of tuition fee and/or deferment of payment after official admission.

In the academic year 2014-15, 72% of applications resulted in half-waiver, 15% in quarter waiver and 13% in full waiver.

Uniform call for Japanese government MEXT scholarships, nomination through the e3 program (university nomination) for October 2023 Intake (Deadline: January 3rd, 2023)

e3 program calls for scholarship applications by international students who wish to enroll in the Graduate School of Engineering for October 2023 intake being funded by the Japanese Government (MEXT) Scholarship Program. This is the only solicitation for MEXT Scholarships (University Recommendation) to international students by the Graduate School of Engineering for 2023 academic year enrollment. Applicants seeking enrollment with MEXT scholarship for "Global Engineering Leadership Program for Sustainable Development” or other MEXT scholarships (University Recommendation) such as “General”, “Top Global University Scholarship” and “Study-in-Japan Global Network Scholarship” shall follow the guidelines for "Global Engineering Leadership Program for Sustainable Development” below.

Japanese government MEXT scholarship, nomination through the e3 program"Global Engineering Leadership Program for Sustainable Development" (Deadline: January 3rd, 2023)

The application starts with screening and selection for the scholarship. Applicants are expected to be academically excellent and strongly motivated to conduct Master's or Doctoral level research at one of laboratories at e3 program. The candidates who passed the first screening (document screening and interview with a prospective supervisor) will proceed to the second screening (interview with nomination committee) and be asked to submit additional documents to complete the procedure. Applicants who are nominated for the scholarship must subsequently apply for admission to the e3 program, the Graduate School of Engineering. (Caution: MEXT Scholarship application and admission of the Graduate School of Engineering are separate procedures.)

Caution

This is the only solicitation for MEXT Scholarships (University Recommendation) to international students by the Graduate School of Engineering for 2023 academic year enrollment. This guideline is for the scholarship program titled "Global Engineering Leadership Program for Sustainable Develpment." However, candidates for other MEXT scholarships (University Recommendation) such as “General”, “Top Global University Scholarship” and “Study-in-Japan Global Network Scholarship” will be selected from the same pool of applicants.

Special considerations

The e3 program recruits’ candidates for MEXT scholarship from all over the world, due regard being given to the geographic diversity of the scholarship recipients. For this scholarship call candidates from the following regions are strongly encouraged to apply: Southwest Asia.

    Japanese government MEXT: University recommendation "Top Global University Scholarship"

    In September 2014 Hokkaido University has been selected for the Japan's Ministry of Education, Culture, Sports, Science and Technology (MEXT) Top Global University Project, as one of the 13 Type A: Top Type universities. This higher education reform initiative aims to support internationalization and reform in Japanese universities and help to improve their world ranking in the next 10 years. Few additional scholarships have been provided under this project.

    Conditions of the scholarship (as of March 2022)

    Doctoral course: 145,000 JPY

    • Tuition fees: exempted for the period of the scholarship

    Maximum period of the scholarship: 6 months either for Master’s or Doctoral course (extension of the period of the scholarship is not possible*);
    *The normal enrollment period of doctoral course is 3 years, however the scholarship will maximum cover only 6 months;

    Possibility to extend the scholarship from Master's to Phd: it is not possible to extend the scholarship from Master’s to Doctoral course. The recipients of this scholarship for Master’s course who wish to continue to Doctoral program at e3 shall look for other sources of funding for their Doctoral program.

    Successful candidates are expected to maintain high academic grades in each academic year in order to continue receiving the scholarship.

    Japanese government MEXT: University Recommendation “General”

    A very limited number of MEXT scholarship positions is allocated to Hokkaido University under the "General" category. Few highly ranked applicants for the MEXT Uniform call can be reccomeded to the university from the e3 program.

In 2021-22 intakes e3 program nominated a limited number of high ranked applicants from the MEXT: Uniform call to the scholarship allocated to the Sub-Saharan Africa region.

    There is another way to apply for MEXT scholarship - through the Japanese Embassy in your home country using the application form provided by the Japanese Embassy. Candidates selection procedure and timelines are entirely different from the university nomination.   If you pass the preliminary screening at the Embassy, you will be asked to submit an acceptance letter from a Japanese university of your choice.  To obtain a letter of acceptance from the e3, you should send/email us a set of the same documents as those submitted to the Japanese Embassy, with a confirmation seal of the Japanese Embassy affixed, and a certificate of the primary selection issued by the Japanese Embassy.  You should select two professors or laboratories in your message so that we can forward your application to them for consideration. Applying for China Scholarship Council (CSC) program October

If you are a Chinese national planning to apply for the Scholarship Program supported by China Scholarship Council (CSC) to fund your study at the Doctoral program, prior your application to CSC you need 1) to be admitted to the Doctoral course at the e3 program from October and 2) to obtain an acceptance certificate for CSC Program candidates from Hokkaido University.

Please follow the steps below.

1) To get admission to the e3 program, please apply for Doctoral course via the e3 program Special Selection, October enrollment with CSC program.

Graduate School of Engineering will recommend for CSC program only those accepted to the Doctoral course via the e3 program Special Selection for October intake. The following categories of applicants cannot be recommended for CSC from the Graduate School of Engineering:

  • Research Students
  • Master's course applicants
  • Doctoral course applicants for April Intake.
  • Applicants for General course via the International Students Examination.
  • Applicants already enrolled in Japanese universities.

*Please make sure to check your eligibility for CSC in China prior applying for the admission.

2) After receiving the admission certificate candidates selected for October Enrollment with CSC Program shall subsequently apply for CSC Program selection following the guidelines prepared by Hokkaido University.  New application guidelines are usually published around December-February. Only those who passed the selection as a CSC Program candidate from Hokkaido University will receive the acceptance certificate indicating that they may be exempted from paying tuition and other fees required for submission to the China Scholarship Council.

3) After completing 2 steps above, you can submit the required application documents to the CSC program in China following the official CSC guidelines.

4) After you receive the selection results from CSC, please contact the e3 office and submit a copy of acceptance or rejection certificate.

Please note that depending on the university of your origin submission deadlines may vary. Irrespective of Hokkaido University's deadline please make sure to confirm the submission deadlines with your home university by yourself and inform us at step 2.

[Enrollment and tuition fees]
Awardees of CSC scholarship are exempted from paying the enrollment fee and the tuition for the period of scholarship approved by CSC.

MEXT: Embassy Recommended Candidates

After you pass the first round of screening at a Japanese embassy you will be asked to obtain a "Letter of Acceptance" from the graduate schools of your choice. In order to receive acceptance letter from our program, please prepare the listed below documents and send them by e-mail. Please contact us as soon as possible after the announcement of the screening results. 

Japanese Embassy nominated candidates can be accepted as research students or apply directly for the graduate school if they qualify for direct enrollment. Candidates accepted as Research Students may enroll in a Master's or Doctoral program in either October or April after passing the enrollment screening.

Applicants who are nominated for the scholarship must subsequently apply for admission screening to the e3 program (Master's, Doctoral couses) or Reserch Student (Caution: MEXT Scholarship application and admission screening to the e3 program or Reserch Student are separate procedures).

    Please prepare well thought out research proposal(s). Longer proposal is expected from doctoral course applicants. If you are applying for two laboratories with different research scope, please prepare two proposals.
  4. An attested copy of academic transcripts both for bachelor and master’s courses if you are (OR going to be) awarded master degree.
    If your study is on-going, the transcript should include the records available at the time of your application.
  5. Graduation/expected graduation certificate (original) or photocopy of diploma for each graduated university program.
    Prepare the most recent provisional certificate if you haven’t graduated yet. The expected graduation certificate must show the expected date of your graduation.
    If your university does not issue an expected graduation certificate, please obtain a certificate of enrollment which shows the expected date of graduation. Once you get a diploma, please submit a copy.
  6. Recommendation letter
    The letter shall be provided by your supervisor in the most recently graduated/expected to graduate school. You may use the format provided by e3 or any other format.
